You answered your own question - there's not enough cache memory to hold the
data structures 4D needs for fast performance given the size of your data
file.

My suggestion would be to set the flush time to every 1 minute, and
dramatically increase the cache. Try 512MB and see if things get much much
better. With 4D 2003 I'd go up to 1024MB.

Also, do you really need to reserve a minimum of 1000 web processes? For 35
users on an internal network that seems to be extreme overkill, but maybe
your app needs it. I'd set a minimum of 50 and a maximum of anything higher
(500? 1000?).
